libgegl-0.3-0-dbg software package provides Generic Graphics Library (debugging symbols), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgegl-0.3-0-dbg
libgegl-0.3-0-dbg is installed in your system.
Make ensure the libgegl-0.3-0-dbg package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgegl-0.3-0-dbg *
